PDF to PNG renders each page as a lossless PNG. Unlike JPEG, PNG introduces no compression artefacts around sharp edges, which makes it the better format for diagrams, line art, screenshots and pages with crisp text.
The trade-off is size: a PNG of a photographic page is substantially larger than the JPEG equivalent. For photo-heavy documents, PDF to JPG usually gives a better size-to-quality balance.
